- Education - In order to benefit from the digital technology people must know how to use it. ICT has become a major subject taught in most schools but many adults did not have the opportunity to learn how to use computers when they were in school. Literacy skills are important for people to read web pages. Those unable to read well will not benefit from information on the Internet - they may only use computers to play games. If only your family have an influence on you to use it even though you have poor literacy skills then actually it is really to pick as you go along. But to be able to know your way around technology the government has decided that they will it lessons as a subject.
- Motivation - People may not use computers because they are not interested or they may not see any good reason to. Some people have a fear of using computers. These people are called 'technophobes'. Their fear is usually due to poor ICT skills. Some people just decide to make easy things complicated for themselves which brings about the fear of technophobia within them, which makes them not want to go near technological devices. According to a speech given by Amanda Lenhart of Pew Research center, 54% of people not using the Internet in America think it would not only have no positive value on their lives but actually do them harm. These Americans who never use the Internet have a strong distrust for using it because it can appear from the media as dangerous to privacy and personal safety.
